IETA COP/MOP Paper: “2006 State of the CDM”

In preparation for COP/MOP 1 in 2005, IETA presented its first State of the CDM Report, following which many of its recommendations where later reflected in the COP/MOP decision on CDM.  A year later IETA has prepared its new 2006 State of the CDM Report, to outline the progress to-date and the issues which still need to be addressed during this COP/MOP.  This side event will discuss the new report and its recommendations.

CDM Methodology Process

The approval of CDM methodologies have continued to form a bottle neck for some sectors, while other methodologies that have been approved will likely have limited applicability because there are unlikely to be other projects that will meet the required conditions.  Discussions have started on the possible development of new methodologies using a top down approach instead of a bottom-up approach (or a variant of this) to assist in addressing these issues.  During this side event various options and approaches will be discussed that could lead to a more rapid and effective approval process for new methodologies.

Progress by Russia and Ukraine and its implications of ERU & AAU Availability

Both Russia and the Ukraine are important players in the JI, in particular in track 2.  During this side event the latest JI developments from both countries will be presented, and the possible market impacts when these two countries enter the market will also be considered and discussed.

Introduction to CDM Methodology and Kyoto Protocol Process

This side event will provide an introduction to the main principles of the Kyoto Protocol and the CDM.  It will provide participants who are new to the carbon market with a short overview of the basic concepts and principles needed to understand the use of the CDM and its potential for their business.

State and Future of the Carbon Market

The "State of the GHG Market" report provides a review and analysis of recent developments in the carbon market, both on project-based transactions as well as allowance markets.  It also provides some insight into the emerging trends in the market.  The results will be discussed by experts in a roundtable format. It will also include a special discussion on state of the market in Africa

Financial Instruments for CDM – New Products for the CDM Market

Project financing remains one of the major hurdles in the successful development of CDM projects.  In the past, banks have often not accepted the potential value of existing CER purchase agreements for projects seeking start-up capital.  This side event will explore innovative approaches to project financing.

Capacity Building in Africa

One of the fundamental objectives of the CDM is the of transfer of new technologies to non Annex I countries as well as implementation of capacity building.  This side event will look at various initiatives and examples of technology transfer and capacity building.

Pricing of CO2 until 2012 & Thereafter

2005 & 2006 have seen a volatile market for pricing, with prices of CERs reaching Euro 24 in March / April this year.  With the negotiations on post 2012 now underway, it can be expected that this will influence the future price directions, possibly contributing to a continued upwards trend over the years or possibly a stabilization at the current price of Euro 15. Will the market remain as vibrant after the 2012?  This side event will bring together specialists who will provide their views on these questions.

Carbon Capture Storage

Following last years’ decision by the Parties on the possible use of Carbon Capture and Storage under the CDM, there have been many initiatives through out 2006 to provide recommendations to the Parties for their discussion at COP/MOP2.  This side event will provide an overview of the work that the industry has done, to assist in dealing with questions around issues such as boundaries, seepage, leakage and monitoring.

Contracting CDM Projects

Developing a CDM project is one step, finding the right party to sell or purchase the CERs and consequently concluding on an agreement that is beneficial to both parties is the next step. This side event will look at the legal issues around CDM projects and associated contractual arrangements.

Land Use & Biomass Projects in Africa

LULUCF and Biomass projects in Africa have a great potential.  With (among other factors) the slow approval process of new methodologies in these sectors by the CDM EB, this potential has not necessarily been exploited to the full.  This side event looks at the potential to more effectively use CDM in the African continent.

Expanding Global Emission Trading: Prospects for Standardized Project Baselines

The CDM was intended to achieve multiple objectives, including providing access to cost-effective GHG reductions in developing countries and promoting sustainable development and technology transfer.  There are, however, concerns about how well it will fulfill its promise.  Efforts have been underway in the past year to investigate options for reforming or expanding the CDM under a post-2012 international climate regime.  This side event will present a feasibility study and prospects for adopting standardized baselines under the CDM.

The contribution of the CDM to Sustainable Development

A major theme of COP/MOP2 will be the impact that CDM has on sustainable development, in particular in regions such as Africa, which to date has seen little CDM activity. This side event will explore the potential contribution that CDM can provide to sustainable development, and in particular explore how African countries can benefit more from the CDM.

How to determine emission reductions

Post 2012 Mechanisms

Making Markets Work

During the conference Make Markets Work for Climate on 16 and 17 October this year in Amsterdam, business representatives emphasized that they stand shoulder to shoulder with governments in shaping the much needed actions on climate change.
It was emphasized that governments need to create a stable incentive for the business community to invest in clean energy technologies. Business is ready to invest in clean energy technologies, but a long-term signal is required urgently to maintain a value on carbon. Leadership is needed from business as well as governments.
A new regulatory framework is discussed by governments at the moment during COP12. However, it was underlined that we do not have to wait for a final decision on such a framework. Business, financial institutions and governments should act now and explore options to maintain and improve the carbon market right now. This side event focuses on these actions.

Evaluation the 1st year of EU ETS: Lessons for Phase 2 and other Emission Trading Schemes

In April 2006 the first year of the EU ETS was formally concluded with the surrendering of allowances by the individual installations.  This event will  present lessons learned from year one, discuss the priorities for Phase 2 of the EU ETS, and consider what lessons can be learnt from other Emission Trading Schemes.
