Description: Ocean iron fertilization has the potential to sequester large amounts of carbon dioxide in the deep ocean by stimulating phytoplankton blooms. This session explained the fundamental science of the process, and how environmental concerns can be addressed. It also discussed legal and regulatory issues relating to operations on the high seas, and the process by which such projects could be conducted for carbon credits. The session presented a Code of Conduct for commercial entities to ensure both environmental integrity and adherence to rigorous carbon market accounting protocols.

Description: Domestic offset projects are similar to project mechanisms in the Kyoto Protocol, used within the home country reducing emissions in the non-trading sector. A number of programs exist or are being developed around the world that allow for the generation of domestic offsets (e.g. US RGGI, New South Wales GGAS, Canadian domestic offset program, New Zealand Projects for Reduced Emissions). In Europe, some Member States are assessing the opportunity to develop domestic offset projects for those sectors, which are not included into the EU ETS, such as agriculture, waste, housing and transportation. The implications of using such a system to regulate emissions should be carefully assessed and drawbacks such as project costs and uncertainties in terms of delivery of credits further explored.

Baker & McKenzie, the author of the Rulebook, provided an overview of the product, followed by comments from guest speakers, including donors to the Rulebook and members of the advisory panel. The launch was followed by a cocktail reception and attendees had the opportunity to browse the CDM Rulebook at laptop workstations at the venue. Throughout 2007 nearly all NAPs for the second phase have been approved by the European Commission. Bali Business Day Companies Unite for Global Business Day during Bali Climate Change Conference to Advocate New Global Framework Date: 10 December 2007 Time: 08:00- 17:00 Venue: Conrad Hotel Description: Geneva, 8 November 2007 - The World Business Council for Sustainable Development (WBCSD) and the International Chamber of Commerce (ICC) jointly organized a Global Business Day during the 13th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in Bali. The Bali Global Business Day brought together 200-300 decision makers from companies, governments, inter-governmental and non-governmental organizations. This event sent a strong message that business wants a successful completion of a new global climate change framework beyond 2012 that includes a clear and ambitious long-term strategy for reducing global carbon and greenhouse gas emissions.

IETA has commissioned Dr. Robert Stavins of Harvard University to prepare a report on linking emissions trading systems. The report provides an overview of the possible mechanisms for linking, and a review of linking as it is currently occurring with existing and evolving markets. It examines the benefits and implications of linking both allowance-based cap and trade systems and project-based reduction systems, in bilateral and multilateral contexts. This panel will be the official launch presentation of the IETA Linking Report.

Description: For the energy sector, the IPCC and many others have identified facility and process energy efficiency as a critical element of GHG mitigation. Analysis shows there is tremendous potential for cost-effective savings through energy efficiency programs, targeting fuel oil, gas and electricity usage. Governments, such as California’s, have set efficiency as the first resource to be tapped to meet future energy needs. However, there are challenges to using the diffuse efficiency resource for combating climate change. This panel will present, in an interactive format, the experiences of a variety of organizations with implementing efficiency programs, using carbon finance to encourage energy efficiency, and present lessons learned that could benefit others.
