Carbon markets turn climate ambition into action at the lowest cost, and Article 6 of the Paris Agreement can connect them into a global system.
In our COP31 policy priorities, Creating Conditions for International Carbon Markets to Scale, we note real progress over the past year. However, it is not happening at the speed or scale needed. COP31 should be used to develop practical, constructive solutions to implementation barriers, while preserving the regulatory predictability needed for investment.
On Article 6.2, we urge Parties to agree adequate funding arrangements, including immediate bridge funding and predictable long-term financing. The UNFCCC’s 2026-2027 budget is EUR 10.7 million, but only EUR 1.7 million was received between January and August 2026. We also caution against broad changes to the rules at this early stage of market development.
On Article 6.4, only 38 of 418 eligible CDM activities had been approved to transition to the Paris Agreement Crediting Mechanism (PACM) at the time of writing. We call for targeted guidance, cumulative impact assessments of methodological decisions and greater transparency, so that high-integrity activities stay competitive and investable.
