This tracker compiles and visualises information to monitor the progress of Parties regarding their NDC 3.0 submissions and Article 6 implementation, under the Paris Agreement.


NDC 3.0 & ARTICLE 6 TRACKER

Following IETA’s publication “Scaling up NDC 3.0 ambition through Article 6”, this tracker represents the next step — shifting from conceptual analysis to a visual, country-specific overview of how Parties are advancing.

The map combines two analytical layers:

  1. Individual country fact sheets: Each Party’s profile summarizes the key elements of its NDC 3.0 — including whether its target is conditional and/or unconditional, its level of ambition, and references to Article 6 — along with contextual notes.
  2. Cross-cutting thematic maps: Seven maps visualize the current status of Parties across critical milestones such as NDC 3.0 submission, intention to use Article 6, bilateral cooperation under Article 6.2, JCM participation, and Article 6.4 institutional readiness.

Together, these views provide both a detailed and comparative understanding of how countries are advancing toward implementing the Paris Agreement, allowing users to explore specific national data as well as overall global trends across all Parties.

Understanding the maps

To ensure comparability across Parties, the tracker uses seven standardized criteria. Each map represents one of these indicators, offering a snapshot of how countries are progressing through different milestones under Article 6 and NDC 3.0.

1. NDC 3.0 Submitted: We review the latest NDC submitted by each country in this new round of commitments. Note that for some Parties, this is their second submission, while others have submitted their third or fourth NDC between mid-2024 and 2025.

  • Yes: NDC submitted.
  • No: NDC not submitted.
  • Draft | Provisional: The Party states in the document that this submission is a draft or provisional version, and a more complete document will be provided later.

2. Intention to Use Article 6 (according to NDC 3.0): We analyze the information included in the latest NDC submitted for this round of commitments.

  • Yes: The Party explicitly states its intention to use Article 6 mechanisms as part of its national strategy to achieve its targets.
  • No: The Party explicitly states it will not use Article 6 mechanisms as part of its national strategy to achieve its targets.
  • Pending definition: The Party is analyzing the potential use of Article 6 mechanisms. This may depend on upcoming political, technical, and/or legal decisions.
  • No information: The Party does not mention or refer to Article 6 in its NDC.
  • N/A: The Party has not submitted its NDC 3.0.

3. Article 6.2 Bilateral Agreement Signed: We track the existence of bilateral agreements signed under Article 6.2, using multiple sources of information.

  • Yes: The Party has signed one or more bilateral agreements under Article 6.2.
  • No: The Party has not signed any bilateral agreements under Article 6.2.

4. Joint Crediting Mechanism (JCM) Agreement Signed: We review the information provided by the JCM Secretariat to monitor the agreements signed under the JCM framework.

  • Yes: The Party has signed one or more JCM agreements.
  • No: The Party does not have any signed JCM agreements.

5. Initial Report Submitted: We assess whether the Party has submitted its Initial Report under Article 6.2, as required by Decision 6/CMA.3 and Annex II of Decision 5/CMA.6. This applies only to Parties with bilateral agreements signed under Article 6.2.

  • Yes: The Party has submitted its Initial Report.
  • No: The Party has not yet submitted its Initial Report.
  • N/A: The Party does not have any bilateral agreements under Article 6.2.

6. Designated National Authority (DNA) for Article 6.4: We verify whether the Party has appointed its National Authority to participate in activities under Article 6.4, in accordance with Decision 3/CMA.3, Annex, paragraph 5.

  • Yes: The Party has a DNA for Article 6.4.
  • No: The Party does not yet have a DNA for Article 6.4.

7. Participation Requirements Submitted: We review whether the Party has submitted the participation requirements as detailed in Decision 3/CMA.3, Annex, paragraph 6, which enables participation in the Article 6.4 mechanism.

  • Yes: The Party has submitted its participation requirements.
  • No: The Party has not yet submitted its participation requirements.
