CARBON MARKET FRAMEWORKS FOR BRAZIL

To enrich discussions at the Latin America Climate Summit (LACS) 2025, we are pleased to share a new Working Paper from the IETA Brazil Initiative. The paper outlines pathways for building carbon market frameworks for Brazil and will serve as the foundation for deeper exploration in upcoming quantitative studies.

This moment provides an opportunity to convene key public and private-sector stakeholders, gather perspectives, and advance the paper’s preliminary conclusions. The analysis assesses the operational potential of Brazil’s three main carbon market instruments in addressing challenges to the country’s NDC. Guided by core criteria – market potential, international benchmarks, and industrial competitiveness – the exercise proposes optimised alternatives for integrating these instruments into a coherent and cost-effective framework.
