Policy/Initiative Summary
CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) is a global market-based measure adopted by ICAO to stabilize net CO2 emissions from international aviation at 2019 levels. Airlines offset emissions above the baseline by purchasing eligible carbon credits, with the scheme phasing from voluntary to mandatory participation across ICAO member states through 2035.
IETA's Position & Role
IETA supports CORSIA as a critical near-term tool for decarbonizing international aviation while longer-term solutions — sustainable aviation fuel, new aircraft technology — scale up.
IETA advocates for a robust, harmonized supply of eligible carbon credits, transparent eligibility criteria for offset programs, and alignment between CORSIA and Article 6 of the Paris Agreement to avoid double counting.
IETA's Aviation Working Group engages directly with ICAO's Council and the Technical Advisory Body (TAB) to represent market participants' views on unit eligibility and scheme design.
