This position brief outlines IETA’s reflections and positions on the urgent topic of guidance for Articles 6.2 and 6.4. IETA urges Parties to prioritise a resolution at COP29, emphasising the need for an effective international registry that ensures integrity, transparency, and accessibility in carbon markets. We recommend that the design of the registry does not impede the quality or scale of Article 6 markets and that existing tools, such as the Climate Action Data Trust (see Annex below), be leveraged to enhance market integrity.

Clarity in the guidance is essential for market participants to define criteria for assessing the integrity of Internationally Transferred Mitigation Outcomes (ITMOs) while respecting the authority of host Parties. Simplifying procedures and ensuring transparency will promote broad participation and build the trust necessary for initiating market transactions. Ultimately, achieving a final compromise at COP29 will be critical in fostering confidence and stimulating investment in carbon mitigation activities.
