The discussion of Border Carbon Adjustments is gathering pace across multiple jurisdictions; in the EU, UK, US, Canada, and beyond. This event will investigate the political, technical, and legal challenges of multiple countries coming together through a BCA arrangement, and consider the role that carbon pricing has to play as a critical element in evaluating the efficacy and legality of BCAs around the world. Join a panel of experts to consider how this might work in practice, which countries could come together on a BCA , what level of carbon prices would be necessary, and how it can be used as a tool to encourage other countries to implement carbon pricing domestically.

Welcome: Lisa Spafford, Managing Director – IETA

Moderator: Adam Berman, Director, European Policy – IETA

    Speakers:

Aaron Cosbey, Senior Associate – International Institute for Sustainable Development (IISD)

Jennifer Hillman, Senior Fellow for Trade and International Political Economy – Council on Foreign Relations (CFR)

Jan Peter Jebsen, Vice President, Trade & Industry Policy – Norsk Hydro

Michael Mehling, Deputy Director, Center for Energy and Environmental Policy Research (CEEPR) – Massachusetts Institute of Technology (MIT)

Finance is critical to accelerating the transition to a low-carbon, equitable and climate-resilient economy. While public sector flows are growing substantially, private flows still lag behind with only a small percentage of invested assets targeting the climate transition. Until recently, the main channels for private capital investment have been markets relying on carbon pricing and trading (e.g. EU ETS, WCI, China), and those relying on capital allocation based on designated “use of proceeds” (e.g. green bonds, loans). But now, we’re witnessing a surge of institutional investors and banks that have started to align activities with net zero and goals of the Paris Agreement. Bringing together a diverse panel of leading industry, market and finance experts, this event will map-out where carbon markets and climate finance intersect; unpack their critical and symbiotic relationship; and reveal how they can work together to decarbonize the world’s largest emitting sectors of the economy.

European policymakers have stated that maritime is now sailing a course into the EU ETS. Join us to hear a panel of industry and policy experts discuss what this might mean in practice. Whilst many member states are supportive, key questions remain unanswered. Should the EU ETS cover just intra-EU maritime, or include all large ships entering or leaving EU ports? What might this mean for ongoing discussions at the International Maritime Organisation? How will key trading partners respond?
